Cell and the androids deserved a chace at life.
Look at 16. He was a beautiful soul who didn't deserve to die. Look at 18 who learned to be moral.
Cell was almost worthy. He was less evil than Frieza, and more childish in his constant search for perfection. Unfortunately despite a bit of kindness (letting the Z warriors prepare, for one, fight one on one, for two) he wasn't able to be turned. He enjoyed killing too much.
Destroying the androids before any conflict would have been evil. It's why Bulma can't ride Nimbus and Goku can.

1. Goku spared Vegeta too, and it wasn't because he expected Vegeta to become good, it was because he wanted to fight with Vegeta again.
2. Goku stopped Bulma because he wanted to fight the Androids at their full power.
He could ask Shenron to make them normal humans, but no, my fun comes first.
Those are both true, but neither contradict what we learned about Goku from Frieza.
The fact is, he is a good person who would never kill (after being matured by adulthood. Kid Goku was a beast) before giving his opponent the chance to change.
Destroying the Androids before they had a chance to live is a scummy thing to do. And Goku walks the right path regardless of his motivations.
