Texhnolyze is one of the few OST that would fit the criteria of "Godtier" as it is used here; it compliments the show it appears in and most if not all the tracks are distinct enough to be recognized and enjoyed on their own without the support of the scene they are used it. It also features tracks that deviate from the core tone of the show, such as Spleen, while not being unbearable jarring. If you like the Hidamari soundtrack then have a look at the Sasami-san@Ganbaranai one, I guarantee you will like it.

The second ED has such a bland use of guitar and drums and only the vocals set it apart and confer the song with any distinct tone.

I disagree with this as well. I'm not going to argue that's it's a musical masterpiece but I found it a lot more intense and stylish compared to the first one, even if I disregard the vocals. What makes you feel that the first ED confers any distinct tone? It makes me feel nothing.

Aside from the much more "powerful" instrumental (loud, layered use of instruments and effect, not sure how best to describe it) the songs lyrics immediately put into contrast the tone of the show. I won't deny you have a point in trashing the Engrish, however the clear use of words like "love, truth and forever" draw attention to songs love and romance focused lyrics that are strangely appropriate for a series like Utena. Utena's feelings for "her prince" are more of admiration than love, so the songs subject coupled with powerful instrumental work make it more unique to me.
The second ED seems way more broken as most of the dual songs are, and aside from confusion I was unable to get any clear tone or ideas from it. I will not deny that I just find the song more catchy, but I do this there is some critical merit to the first ED and it is not just a bland pop song.

I'd go further and say that it serves as a great example of how to utilize both audio and visual presentation in a film. While the film is a bit lacking in terms of story and doesn't cover some of the ideas it presents in any great detail, as spectacle Metropolis is amazing. The detailed and gorgeous backgrounds, the distinct style of Tezuka's character designs and of course the outstanding musical score which utilizes such a unique and juxtaposing musical style of New Orleans jazz for a film that focuses on a technological Metropolis.
It may lack substance, but the style of Metropolis is amazing.

I guess 'strangely' would be the operative word here since the cheesy love song could be used to build certain expectations so that they could later be played around with in Ikuni's signature absurd manner. 'Powerful' wouldn't necessarily be the world I'd use to describe the instrumentation. Despite feeling more dense thanks to the effects I don't see much complexity or imagination in it. The second ED not only feels much more appropriate in its tone to the series (and I don't just mean its similarity to the duel songs), the clean rock instrumentation gives it personality that I think the first one lacked.
