You know, I've never really understood the death lines thing. I assume he had to do it deliberately, but shit's hard! Try to follow a line on somebody's arm with your finger when he's trying to kill you. That's nearly impossible.

Yeah, that's useful for super undead immortal vampires. But for most people, it generally doesn't matter whether their arm is mystically cut off or just cut off. The end result is still a severed arm.

Basically what makes them dangerous is that a human can kill any powerful creature with a good ambush. Note the specific enemies the Shiki's are facing, people who would otherwise be immortal like Nero chaos or Araya.
That doesn't mean he can. Arc says her knowledge of the eyes is limited. Besides doesn't know the exact way he acquired his eyes anyway so she could've assumed he was touched by the root.
Shiki's brain can't, the eyes can. There's no way Arc would just randomly make up the concept-cutting, her limited knowledge just means she too doesn't know how to utilize them. That's why SHIKI/Roa couldn't use them as well as Shiki either.
Ryougi is the perfect eye-user and probably can use them to their full extent.

After Mahou Tsukai no Yoru fleshes out her character it honestly makes no sense that she just left him in that field after giving him some glasses.
Tohno and Ryoigi's eyes are fundamentally different. Ryougi's connection with the root is what allows her to cut concepts. Tohno has no connection to the root so it wouldn't really make sense for him to be able to kill concepts.
I'm talking about the fundamental nature of the power known as the Mystic Eyes of Death Perception is eyes that have been connected to the root.
They don't flat-out say it in Tsukihime because Tsukihime is about vampires but Nasuverse powers are largely consistent in their origins at least. The fact that the mystic eyes are so rare shows that it's not a power that can be obtained many different ways.
There's a lot of stuff you can infer so I can't say I'm definitely right in my assumption, but it's likely the case nonetheless.
The only room for doubt is that Ryougi's glow and Shiki's don't.

Not really, the lightning is a physical thing that Shiki can kill, it would be concept killing if Shiki killed the foundation behind the spell so Roa can never use it again.

In the ln we had Araya's pov for the fight, they fought and when he realised he couldn't win he teleported outside, exactly like the movie.
But instead of teleporting just outside the building for a freefall like the movie, he teleported down to the garden below, was just about to destroy the building and was immediately cut down through the arm, by a falling Shiki.
The shock and surprise is conveyed nicely as his thoughts basically amount the "what the-". I much preferred that to the cheesy air battle they changed it to, even if I can recognise why they did it.
The entire novel had dealt with the counter force and how it was subtly helping Shiki, culminating and helping her hit a small target from a 10 story drop, but the subplot was mostly cut from the movie.
