The fact that its purpose was "deterrent" didn't matter, when you make a weapon you have to expect it to possibly be used. They didn't make weapons knowing that there was a 100% guaranteed it would have been just kept safely in a warehouse as "deterrent."
Sorry, but just about every court world wide has agreed that civilians who produce and design weapons legally are not legally responsible for any criminal acts taken by them.

As in, you can't find a single example worldwide of a manufacturer of weapons being held responsible for the crimes commited with the weapons.
While our courts may not be the perfect moral compass, by sheer lack of ANY examples, I think it's safe to say that other than a few rabid pacifists, the general moral consensus is that they are not guilty.
I won't defend that anon's analogy, but nukes have some peaceful uses too.

And that was considered, you know, enough for them to go home in retreat, but not enough for them to be sigificantly weakened for the Empire to invade their territory.
