I don't see a reason why it can't be done.
HOWEVER and this is a pretty big thing, at least for me, if an anime or manga only really has Fan Service, or the story in general is constantly put on hold to shove fanservice down my throat -- I will stay away from that anime or manga.
The only anime I have ever watched with excessive fan service and almost nothing else is Monster Musume. But that's mostly due to me finding the whole thing humorous enough to watch it based on that alone.

I've seen lots of decent anime series die specifically because there was not enough fanservice.

Yes, a good writer is a good writer. The writers that use fanservice as a crutch to get more viewers/readers/whatever aren't authors who are good enough to make the rest stand on its own. Often people will say "Oh but the setting is good and some of the side characters are interesting, if they focused on that it'd be great!"
But that is simply not true, the only reason those look like the have potential is because the shitty writer hasn't managed to focus on them enough to ruin them.

Shitty anime is shitty with or without fanservice, just look at GitS, it has fanservice and manages to be good because it is a good anime with or without the fanservice.

That's so fucking true, if you ever try to write a story yourself you will understand, coming up with promising sounding settings is not all that hard, expanding on them and actually delivering is what's hard.

I don't necessarily disagree with the sentiment. Sturgeon's law and whatnot. But there is such a thing as a vicious cycle, and to be honest every season that passes I start seeing less and less shows that I'll remember 5 years from now. Just look at the film industry, fuck it, look at the anime industry. Look at that mid-late 90's period and how many shows that are now considered masterpieces and have become pillars of the medium there were in such a short period, Like NGE GiTS and Beebop, just to name a few. Give me two shows from the last 5 years that will be remembered like those are now within the next 10 years.

In short , I don't likethe overuse of Sturgeons law as an argumentbecause it only works on a macro scale, and it is necessarily relativistic, rendering it useless for the purpose you are arguing.

Totally agree. But that's the point. If people stop taking that bullshit and don't let them get away with fanservice in place of quality content the studios will have to start investing in writting which in turn will give highly sought after writers more leverage and they'll be able to make what they want and have more control over what they make. Which I think is the biggest problem with anime today. I was now going to make a joke about writing seemingly taking less priority in production than X, but honestly I can't think of anything that doesn't take priority over writing right now, and that's depressing.
