I don't see a reason why it can't be done. HOWEVER and this is a pretty big thing, at least for me, if an anime or manga only really has Fan Service, or the story in general is constantly put on hold to shove fanservice down my throat -- I will stay away from that anime or manga. The only anime I have ever watched with excessive fan service and almost nothing else is Monster Musume. But that's mostly due to me finding the whole thing humorous enough to watch it based on that alone.

I don't necessarily disagree with the sentiment. Sturgeon's law and whatnot. But there is such a thing as a vicious cycle, and to be honest every season that passes I start seeing less and less shows that I'll remember 5 years from now. Just look at the film industry, fuck it, look at the anime industry. Look at that mid-late 90's period and how many shows that are now considered masterpieces and have become pillars of the medium there were in such a short period, Like NGE GiTS and Beebop, just to name a few. Give me two shows from the last 5 years that will be remembered like those are now within the next 10 years.

Totally agree. But that's the point. If people stop taking that bullshit and don't let them get away with fanservice in place of quality content the studios will have to start investing in writting which in turn will give highly sought after writers more leverage and they'll be able to make what they want and have more control over what they make. Which I think is the biggest problem with anime today. I was now going to make a joke about writing seemingly taking less priority in production than X, but honestly I can't think of anything that doesn't take priority over writing right now, and that's depressing.
