I think the image is made from a modern, international perspective. What your experiences will be if you get into anime TODAY. Which I think makes more sense, it can be quite messy if different time periods and countries are all over the place. I like the approach of making the picture from a single point in time, it makes it more systematic.
The lowest on the list I've seen is probably Robot Carnival, and my general tier is 2 or 3. But I try to reach everywhere to improve my obscurity points. I think this works better for people who only watch for entertainment, and don't care about being able to brag about what they watch.
Nah, the list is just shit. Even if your idea were correct, people starting today still don't watch TRC before KLK, or D.N.Angel before NGE, or Eden of the East before HxH, or tons of other ridiculous shit I could point out.

It's been talked about daily in basically every anime community for the past twenty years. Everyone has seen it, and it's certainly more known than some of the other stuff the guy put next to it. Complain about Ouran and .hack if you want, those are nowhere near as popular or known as NGE.
Categorizing anime like this is a matter of personal preferences anyway and there are many odd examples.
However, I think it's rather acurate in it's general idea.
Objectively mostly worthless, but can be fun enough.
But who has watched it? I never see /a/ talk about it, the only mentions are in context of popular in Japan or examples of industry in general. I think it's fitting to have it low on the list, because it really is quite obscure, and not many watch it.
