Everything happens for a reason, but the author put most of the explanation on her blog or the side pages of the volumes. Basically in the prequel story the manga was basically drowning in text, and the author decide to cut back.

Yes and no. What matters is that Ayaka was going to be the winner, but there is a running joke that witches like flirting with him. Then I have to explain; the Workshop shielding only protects non-witches. Every witch is on their own when there is a magic based disaster. Both Tower and Workshop. Witches are really durable and have good healing, so they generally are hard to kill. Basically when the city is attacked, the witches are in more danger than the moggles. Hence you see witches fleeing for their life when the giant bear was fighting the giant rabbit. All the moggles are magically shielded by Kazane, with her near infinite magic reserves.
