Well, she can't just make things hotter or colder, she can only keep things at a constant temperate. This isn't to say it couldn't, theoretically, be extremely powerful, just it isn't the same as Esdeaths power.

She can keep her computer at the same temperature without needing to invest in fancy cooling system.

The power is in all how you use it. Give her something like a machinegun that needs to be cooled, it will never have a problem.

Have her in contact with an engine thru some means and you can push it far past it's limits.

She can stop something from freezeing or from overheating. It's actually an interesting power depending on how direct her connection to the thermal component needs to be.

Think about it biologiclly as well. If she's touching someone one that means they'll never get to hot or too cold. She could keep someone in their fever to make them suffer.

Imagine if, for example, she was able to eventually change the temperature of an object she touches with another object she touches. Shirai Kuroko (Railgun's roomate) couldn't teleport herself at first, so it is quite possible her ability could develop more.

Well, not everyone would have the potential to develop their abilities to level 5, but that is not to say that they are not capable of developing higher. Things like the "Level Upper" (whatever it is called) seem to suggest this. Plus, the "levels" are useful, but ultimately arbitrary, since they are based on how useful they are to Aleister, not an inherent measure of power.

Something like a Telportation ability is easier to consider how it might be more powerful, such as being able to teleport more things, teleport heavier things, or teleport things without physical contact. Musujime Awaki is implied to have the potential to reach a substantially higher power level (since she does not need physical contact to teleport an object), but she is held back by mental trauma.
