Why? Because they're both suppose to be world class, the author can never let one of them be defeated.
So every time it's just; Kaito pulls one over on Conan initially, makes a tiny mistake, Conan sees through his plan and catches him, then it ends with Conan coming up with an excuse to let him flee.
Also Kaito can never be plot relevant due to the fact the his enemies are different than Conan's, so it would break canon if he were to be involved.
