Water 7/Enies Lobby is a lot of people's favorite arc, including mine.

CP9 sucked as villains

It's the point where the anime became really bad, with no hope of saving.

In the manga it was alright. It has arguable some of the best fights of the series.
Nico Robin's backstory was the best part about it.
They could have made more out of it, the whole thing just consisted of almost nothing but fighting.

Enies Lobby was great and one of the high points in the series. If anything, the most absolute shit arc in One Piece was Thriller Bark.

TB was cool because it had the balls to fuck with the fight match-up system. He did it again in FI a little bit by switching the fighters up here and there. Maybe it's the reason autists hate those arcs.

Water Seven is my favourite arc.

Ennies Lobby, Water 7, Alabasta and Arlong Park are definitely the standout arcs of Wan Piss

Skypiea, Dressrosa, Marineford, Thriller Bark etc. were pretty fun, but they don't really capture that emotional core.

Thriller Bark was kinda bad chapter to chapter, so was Fishman Island, and the first part of the Skypia conflicts (trail of fucking balls, god damn). Enes Lobby was actually pretty balls to the wall week by week.

I don't care about any "asspulls", the problem I had with it was tone. Being way more silly than the arc leading up to it was just wrong, water 7 is one of my favorite arcs, enies lobby might not look so bad on it's own but it was just a shitty conclusion to it by comparison.
