Originally the role of Tusk was much different and he was much less relevant. It was changed but we don't really know who wanted the change. Maybe you can try checking the artbook or the staff interview if there's any info on it. It also caused the episode 14 rewrite that made the dragonland arc shitty and filled the show with tons of QUALITY since they had to redo a lot at the end.
