No, because of her the entire Holy Grail War narrative is essentially tossed out the window in favor of what seems to be a route directly about Sakura almost to the exclusion of all else. In Fate and UBW, the focus is more on the protagonist, Shirou, who (from purely a writing standpoint) is the most interesting character. Sure, Saber is the main girl in Fate, Rin is the main girl in UBW, and Archer is the main focus of UBW, but in each of these routes the central focus is on Shirou fighting for his ideals. In Heaven's Feel, the focus on Shirou takes a backseat to an almost exclusive focus on Sakura. He's left sitting in bed for like half the route! The story isn't about Shirou anymore, it's about Sakura. At that point, to be honest, the story would've been told better from Sakura's perspective. Add to that that she subsequently becomes an antagonist and, well, it doesn't shed the most sympathetic light. And this is all done while everyone essentially puts the entire Grail War on pause or gets eaten in order to put the whole Grail War on pause. The story just entirely changes directions.

Sakura has the problem that she never had an anime.

Saber had 2006, and so did Rin. Saber and Rin again in UBW 2010 AND 2014. That's three mainstream shit going on for them.

Sakura will only get HF, but then we'll have Saber and Rin. Again.

So in the end Sakura just has less screentime, she's much more popular than when the VN came out so her popularity will continue to grow probably, I don't think she'll ever be as popular as Rin and Saber because the other two are already "known" characters by this point.

Also a couple movies wouldn't do HF justice, but the manga is doing well and in 3rei she's become an important character.

You don't know that. Saber's fanbase comes from the DEEN anime and F/Z mainly. F/Z attracted lot of people to the fanbase. Rin has DEEN anime 1 movie and 1 tv series.

Saber has greater mass appeal, both from a personality and design aspect. Rin's a tsundere, so she's naturally popular.

Like how Saber is a stalwart king of knights who, deep inside, has the heart of a young girl. Or how Rin's a tsundere who acts tough but actually fucks up a lot. Or how Ilya's a loli. Like in Majikoi, the winner of the last poll was Margit, who acts tough but actually has an adorable side. Ryougi Shiki has this really cat-like personality and her cute, childish side is occasionally shown when interacting with Mikiya. Arcueid's childish and an idiot, but she's also a True Ancestor. Shit like that.

The most moe character always wins in polls, and Fate's no exception. Sakura's just not as moe as Saber or Rin. Then again, I suppose that also makes her more realistic than the other two, in a sense. That's another thing; the more realistic a character is, the less likely they'll be popular.
