Issei isn't a good character because he's a pervert, he's a good character because he's decently complex as harem MCs go. Which admittedly is a very low bar to jump, but jump it he does.

1) He's torn between being a pervert and having respect for the girls in his harem, for instance trying to preserve Asia's innocence and reigning in his lewd instincts around her because she's something like a little sister to him for a number of books.

2) He also toggles between being the straight man and the funny guy, with his perversion being a source of comedy and occasionally well-deserved slapstick (note the absence of any domestic abuse tsunderes in the cast. The closest you get is Koneko). Then he turns around and plays the straight man when someone else is doing weird shit, like when Sirzechs is dressing up as Satan Red and Rias somehow can't see through his paper-thin disguise.

3) His inferiority complex isn't always as well-handled as it could be but it provides a compelling reason for him to refrain from lewding his girls; deep down he doesn't feel like he deserves them. Of course it also motivates him to become a better person and also level grind his power levels to BECOME worthy of them.

4) This ties into point 3, but Issei is a different kind of wish fulfillment character. In other stories the MC gets everything he ever wanted dropped in his lap with no effort. Issei's story is about a guy who starts with nothing and claws his way up the ladder, earning wealth and power and love along the way.

I dunno, there were some parts of DxD that made a good attempt at being genuinely good. The anime's first season was fine because it had good pacing since it mixed funny side stories with the plot. Season 2 and 3 are godawful, it takes way too long for anything to happen. Finally dropped it midway through S3.
