You can put in all the effort in the world to make the static background as jaw-dropingly beautiful as possible (note the word static. Most of the time when this technique is employed the envoronments are completely static), if the characters in the foreground don't blend while in motion you have an effect similar to a low budget TV show where you have stage actors in absolutely awful costumes doing extremely shitty acting in front of a painted background. It completely takes you out of the mindset that there are actual characters in an actual environment, as opposed to just standing in front of a picture on a stage set.

I'm not saying that the whole photo to background thing is bad by nature, but if it's to be used you better damn well put above decent effort into drawing and animating the foreground characters to match.

The hyperrealistic CG backgrounds in Kizu were delicious.

They also did a lot of crazy shit with them which wouldn't be possible with static drawn backgrounds.
