It's a case of something planted to be used later, similar to Laboon's crew (there's no Brook in the flashback).
We've also got Franky and Nami's parents to look forward to. I think Franky's are most likely famous pirates, Nami's were probably nobles of some kind.

I keep seeing people hoping that Caesar will become a crewmate, but it's just wishful thinking, here's why.

Oda hasn't built him up with a single sympathetic trait. Whenever he does good things, he does so against his will and under threat, and Oda is making it very clear that the crew despises him as a whole and don't care about what happens to him, it's not even a "you're not a good person, but I'm gonna be the better man and not let you get hurt" thing, I don't think Luffy himself would save him if he was getting executed in front of him while pleading for his life.

Even with Robin and Franky there were signs early on that they weren't actually as bad as they looked. People like Caesar for his reactions and he's a fun character, but Oda certainly isn't writing him up to be a crewmate, far from it. If he was, there would have been signs earlier. Oda is writing him as a complete piece of shit that no one feels sorry for or sympathizes with because right in his introductory arc he was built up as this unscrupulous maniac who doesn't care about the suffering of anyone but himself. There isn't any sort of possible scenario where he redeems himself anymore, there was healing the Minks but even that was done unwillingly, he is too blatantly evil for that. I'd sooner believe Doffy becoming a crewmate than him.

He will definitely be gone after this arc and everyone in-story will be glad he's gone. It sucks because he's great fun and has cool powers, but if there's any new crewmates in the near future he isn't one of them.
