I think that is the card Isayama is holding back. He is CT after all and we still have three years to see. Yet I think there are interesting hints here and there about Bert too. RA's side stories openly used in the story but Bert's is still waiting. Also don't forget the story Bert told in the very beginning to Armin and Eren.

The flashback was belong to Bert you know. No one else knows it except the readers and Bert. Isayama used it very well to show Bert's inner thoughts and emotions. He seems silent and passive most of the time but even he is like that he keeps living/analysing things inside. His introvert tendency are probably related to the results of being a warrior for years in an environment with full of his enemies. Yet his friendship with other soldiers (like Jean, Connie, Eren and Armin) were only mentioned and only once or twice Isayama added flashbacks to show it but we know it's true. Plus he showed determination even before their talk with Reiner because it's him thinking about it already.

Just you need to wait a little bit longer to see more about Bert.

The importance of the flashback is it showed Reiner's horrifying mental instability. Chronically after that happened Annie willingly acted like a warrior and didn't hesitate to kill soldier and civilians. She recovered it, Reiner did the right thing. Meanwhile it was Bert's duty the take care of Reiner's mental issues since Annie wasn't with them. Bert always had to take care of the things with a sanity.

Wanted is the wrong word to use. None of them wanted to kill Marco, but they thought it was necessary. If Annie wanted anything out of that whole thing, it was to prove that she wasn't growing sympathetic towards the people within the walls, probably to herself as much as Reiner. But that sympathy was something they all ended up developing, it wasn't just Annie.
