Every time I try to rewatch a show, I only get past the first few episodes, even if it's really short.
I did just finish rewatching DN Angel for nostalgia purposes, though.
All Monogatari Series
Had a particularly autistic period where I would run on the treadmill while I watch two episodes every day. Probably went through it 15 times just doing that.

Tied between Hidamari Sketch and Girls und Panzer, both 3 times.
NGE 6 complete rewatches over the years. Adding up the times I watched single episodes and specific scenes during various debates, you could probably double that number. Watching the whole thing again in 1080p to replace my screenshot collection has been on my backlog for half a year now.

Girls und Panzer I've seen ~3 times.
Probably Haruhi or Love Hina because they're fairly old by now and I go back every now and then to watch it.
That's not to say I think any of the shows are that great, the Haruhi movie is a masterpiece but other than that it's pretty mediocre.
Love Hina is the first anime I watched when I was like... 9 or 10 other than Pokémon and it's pretty nostalgic to me. It's straight up garbage though.

They fucked up the adaption, the novel isnt comfy at all.
S&W bothers me, in the sense I feel if I were drinking/eating while watching it, I would need to have something that fits the show and enhances the atmosphere. Obviously you eat apples, so drinking cider maybe?

Kino no Tabi, I used to notice more and get a better understanding of the show each watch, but after my fourth watch or so it feels like there isn't anything extra to get out of it. Its still my favorite anime.

I've watched Shakugan no Shana about 5 times including the 'partial' watches before Final aired. Watched Isekai no Seikishi Monogatari about 3 times. Watched Juuni Kouki about 3-4 times.
I can't imagine not re-watching shows I enjoyed.

I don't really do rewatches unless my life gets really stressful, at which point I start watching SoL before bed every night because nothing is comfier.

Welcome to the NHK every summer. this year will be my 6th time.
I can't speak for whatever metric you rate anime by, but I thought season 1 of Haruhi was really good. It broke genre boundaries without becoming avant garde bullshit or feeling like a messy patchwork tropes, that's not easy to do. There was no mushy "Kyon and Haruhi really love each other" moment either. Plus, there's just something really endearing about Kyon as a narrator and the social mechanics between the whole group. I dunno. The show was comfy in a really strange way, especially the music.
I've probably watched Pani Poni Dash about ten times through, at least.
But the one I've watched the most is definitely Azumanga Daioh, owing mainly to me breaking my ankle and dislocating some bones on the second day of summer vacation one year and having nothing to do all summer but play games and watch anime, and I had yet to start pirating things.
Probably watched Spice and Wolf a half dozen times or so. DBZ episodes over the decades probably have more time into them though. Though I've probable never seen the entire series more than twice.
I also watch shows I liked again after a few months. Usually fun stuff like Mouretsu Pirates, NGNL, Isekai Seikishi Monogatari, Busou Renkin, Kenichi, Mahouka. Just to make sure it wasn't just the hype.
I rewatched every episode of Nichijou so many times while it was airing, even having it play in the background while I was doing other things because the VA's were so godly.

Cardcaptor Sakura. Six times when I was little. I watched the two movies five or six times too... maybe more.
Can't remember which one I've watched the most but it's a toss up between Mai-hime, HSDK, and Air Gear. The latter two I just rewatch because they end at pretty good points before the manga for each one just goes off a tangent. Rewatched evangelion a lot too as well as the movies once/twice a year. Does rewatching TTGL up until ep8 over and over count? I tend to rewatch a lot of shit because I have shit memory.

I watched 2 episodes of Working ever night while falling asleep for over a year. Seasons 1 and 2 I just rotated the episodes.
Not sure how many rewatches that equals, but it has to be more than 10.
