There were none around, so it's not hard to assume they weren't relevant.
Gohan probably told him that there were always two - maybe he never saw Gero and 20 in the original timeline and assumed that the two androids that appeared first were 18 and 17, and 17/18 probably outright dstroyed the sleeping 16.
Unfortunately the whole thing is somewhat of a clusterfuck, since there is no reason why Gero should have handled the situation differently in the original, so he should have tried it himslef with 20 at first, too. There is also no reason why 17 and 18 are so vicious now.
It's not hard to resolve the clusterfuck, however (maybe Gero had more time originally, with no one chasing him, and tried to "improve" his last two cyborgs, but they went insane instead).
