Exept for the fact that the Sister's arc is originally from vol 3 of the Index LN which then got adapted in the spin-off Railgun manga and then the anime. Finale of Sister's arc is the only part that feels like Index because it's straight out of Index. Rest of Railgun manga is nothing like that. The only other similar part is the teamup with Gunha.

I'm no expert but a few minutes of google makes it look like it's a different process. Lack of UV exposure would certainly cause less melanin to develop in his skin and possibly hair, but the melanin in your irises is pretty closely linked to your ability to see in anything more than dark light so I'd imagine that part wasn't filtered out as much unless the "Accelerator is blind" crack theory is true.
I forget exactly what the theory was, but considering his choker seems to have a middle mode it could be. Of course, that same scene of him turning it all the way off while watching tv makes it highly unlikely he is, I don't remember the narrative specifically mentioning him "seeing" anything on the tv as opposed to hearing it, but it's not completely out there, just mostly.
From my short research, no melanin production occurs without UV exposure. Tyrosinase, the enzyme that albinos can't produce, is just a catalyst. The actual trigger is UV light.

Regardless, I wasn't saying albinos are blind, but they're sensitive to bright lights because the coloring in your irises is used as your pupil dilates and contracts to let in more or less light, without the melanin there it mostly goes straight through even when it's contracted so i makes it harder to see in the sun. I'm just saying if he's filtering out stuff that harms him, doing it to the point that it lowers his vision seems counterproductive.

Also Amata didn't really "build a backdoor" so much as use an exploit from his knowledge of how it worked.
Further research tells me that there is a base (very low) level of melanin production, but this base level cannot "keep up" with the natural loss of melanin (dying cells, etc). UV activates Tyrosinase to allow melanin production to keep up with the loss.

There are 3 types of melanin. The one mostly responsible for skin and eye color is produced by skin (including iris) cells and is the one I mentioned above. Newborn babies also tend to have reddish or orange hair. This is influenced by the second type of melanin. However, these things only work for the fetus/baby because of rapid growth. For someone like kid Accelerator no UV exposure would more or less equal no visible signs of melanin.

The thing we have to remember about Accelerator is he isn't a gemstone, so he had a time when he didn't have the vector control in the first place, unless he was a testube baby he went out in the sun sometimes. I don't know if just "being away from uv forever" afterwards would be enough to eliminate the melanin already in your eyes even if it was enough to do so for his hair, it's not like that happens to neets as far as I know, not that I've heard of it happening to hair either but that's beside the point. I know it's a whitelist, but it being a whitelist also doesn't mean he couldn't up the intensity a little on light when he notices his vision is getting worse because of it.
Accelerator at some point was a normal kid and had a name. His esper power was unique enough that he was separated out from the rest of academy city kids and used either as the cornerstone of or part of the Dark May Project.
1. He could have been born an Albino and it is not related to anything power related.
2. He became an albino while messing around with him to become a level 5, during the Dark May Project or when he became an esper.(These could all be related or separate).
3. The author decided to make him an Albino because it looks cool and said is because of esper power blocked uv rays which is bad science.
Most times authors do this because it is cool however this Kamachi often has bad science used as justification for what people falsely believe and later we are told that the bad science is in fact bad science and is part of a bigger lie. Example would be Index's brain is full because of memorizing books is a lie to justify having her memory erased.
That's why I'm talking about kid Accelerator, not baby Accelerator. He was exposed at a young age, probably the youngest possible age for the curriculum (5 years old), and should have had ample time to lose the melanin as his cells stopped producing viable amounts. Eye color can and does change:

No one is away from UV in the way Accelerator is. Reflection and refraction exists, you know, and even indoor light sources have small amounts of UV. There is always some level of UV radiation where there is white light.

Kamachi might have just taken her character and added her to the list of many Kihara's, but outside of that the arc is literally worthless. Endymion is canon though, as it was explicitly added in. Filler is just worthless in general.
It's certainly not even close to my favorite arc but it's less boring than a lot of Touma's arcs in Index. It is canon if Kamachi wrote it and/or says its. Autists insisting it's not doesn't change that, neither does Febri not being relevant again.
