EVERYTHING Toei does has shitty animation. Original DB/Z had some episodes that hurt the eyes. So did Saint Seiya. Furthermore, Sailor Moon Crystal and Saint Seiya Soul of Gold were fucking awful, and both are recent.
Toei specializes in low budget, shitty looking animation. If you want something done good, go to Sunrise or other studio. You can even get Tatsunoko to give you decent animation if you pay them enough. Toei? Never, only in some movies.

What I wonder, though, is how much he can improve under Piccoro's training. He can't get far beyond where he actually was. In fact, in DBZ the two times he was at his peak was when he trained under Goku and "Old Kai". Unless Piccoro picked something up from the gods and steps up his game (and if he did he didn't show it, he was easily killed by Freezer) I can't see how much he can help Gohan surpass the power of SSJ2.
What I don't understand is why Piccoro is selected in that picture of the martial tournament, he's actually quite weak. Did he at least reach Majin Boo levels? At the end of Z he was even below Cell's power level.
