It's a comedy that can place its characters in a really wide variety of settings and situations, even ones where they're acting in a role. That kind of premise can last 6+ seasons and a movie if they felt like it.

I don't think they planned that much parody even before they got in trouble. There were little things like the Black Factory, but nothing really as specific as Dekapanman past episode 3.

One episode's worth of content was pulled to the BD, but that was to make up for episode 1 being wiped. It's pretty difficult to pull entirely new and unplanned content out of your ass on a short moment's notice with how tight anime production schedules tend to be.
