You're actually pretty close. As far as I remember the manga alludes that Mira was initially built by the Doctor's wife who got killed by order of Tesla's brass. The goal was to create a full-body prosthesis for Gas Batman's terminally ill wife. Gas Batman jumped through a LOT of hoops to persuade the Doctor couple to build that thing.

I don't know how people are giving this show flak. It's pretty solid sci-fi and it has managed to become one of my favourites. The author needs to release those tanks faster though. Fucking cliffhangers at the end of each book is teeth-grindingly sadistic.
