Remember all those famous random peasants dark ages who invented stuff? No, only people with actual resources and quality of life can do that. The lower class would have died from starvation and plagues anyway so instead of spending hundreds of years getting enough food and housing to make them useful, turning them into immortal badasses was the best case scenario. Poverty isn't even fixed by our generation so billions of pointless victims dying in shit across the centuries are being prevented.
The nobles are fine and can actually accomplish things. The peons would have died in shit anyway and this actually lets them retry. This is actually a humane plan that benefits everyone.

If I remembered correctly the empire is made of 15kingdoms with all the top dog fighting concentrated at the north and leaving the governing to the big4.
So far 2 out of 4 of the big 4 were shown to be good leader that take care of their civilians. Even the demon king sacrifice himself to evacuate his subordinates and civilians.
The other important point, the empire is also a waste land with pollution and poisonous air where they need to keep up a barrier 24/7 to even live there. Yet we were never shown of them doing any territory expansion or conquering any of the clean and fertile land outside their border.
It is safe to say that humans are the bad guy here.

Doing a re-read of the early chapters to see what stands out, in light of recent developments.
One thing is Helck not just saying he hates humans, but that the demon world is fun. Given what he'd just gone through that's a pretty strong statement. Another is this page, where we find out that the Empire is actively working to contain the spread of the poison that creates monsters and NWO.

Okay, here's a major one. Azudora says that if the Empire is destroyed a new world will be born.
Let's change that to a New World will be born, of which the New World Organisms are the invading vanguard. The "toxin" is a hostile terraforming attack from this New World that the Empire has occupied to keep in check. If the Empire falls, the entire world will be transformed by it.

Azudora says he's found a resurrecting hero supported by a king before, then explains here that the King's Awakening is connected to but different from a Hero's Awakening.
If we assume the Awakening Curse was created at some point in the past, it would make sense that the creators would want a way to keep control of their minions. Once again I wonder about family linages and what secrets the nobles and royalty are hiding.
