Kuririn became stronger than Recoome while still right there on Namek. The boost from the Grand Elder was apparently cumulative and gradually brought him up to at least 75,000.

Recoome was probably around 40,000 since he beat up Vegeta ("almost 30,000") but got wrecked by Goku (Ginyu guessed 60,000, was actually 90,000).
