No. The Gold & Silver Brothers once attempted to assassinate Tobirama and the Second Raikage, who were left on the brink of death after the encounter.

During the First Shinobi World War, Tobirama's squad was ambushed by the Kinkaku Squad, twenty highly skilled shinobi from the Cloud village. Whether these highly skilled shinobi were Kinkaku's squad with himself included or a squad meant to capture/kill Kinkaku is unknown. Some assume there were Kage level shinobi within the squad.

Tobirama decides to sacrifice himself in order to let his comrades escape, but not before making Hiruzen the Hokage, much to Danzo's dismay.

It's unknown whether Tobirama killed none, some, or all of the Kinkaku squad.
