I don't have strong feelings toward plagiarism when it consists of two characters having the same outfit. It might be fashion-related plagiarism but the drawing of the character is authentic, the mangaka's skills are real and the drawing would hardly have taken more efforts if another outfit was used or if minor alterations were made. People copy outfits all the time. It is mostly harmless. In an artistic medium such as manga the real unforgivable offense of plagiarism is tracing.
