Stella only manages to have more depth than Toka because Toka didn't received an arc for herself, much less proper focus to develop her character. She was more of a plot device than a character. But Shizuku blows Stella away in terms of depth and development in a single episode.

She doesn't change much throughout the series but her backstory gives her more character depth than Stella. Really how much does Stella develop? She starts off like most tsunderes, prideful and highly regarded by her peers yet ultimately alone because of this, only for Ikki to come along, beat her in a fight and then completely capture her heart. She has no depth to her character, she's 1% tsun and 99% dere.

Only it isn't that she developed in a single episode that makes her a better character, it is that she has more and actual depth compared to what Stella has. Stella's depth has always been weak since the start and it drags and drags with the occasional characterization that gets tossed every now and then. Unlike Shizuku, Stella's way of developing was done through Ikki's development that prompts reactions from Stella.

That's barely anything considering that's how she acts throughout most of the show. She does a complete 180 after Ikki beats her in the fight, we barely see any of her character before how she changes so her development doesn't give off the feeling that she's changing. Even then the impetus for why she develops feels weak and thrown together, she loses the bet thus making her his slave (Pointless considering he tells her she doesn't have to and it's never addressed again thus making the whole thing feel like a last minute excuse for why Stella washes Ikki's back with her tits in the next episode) and then all of a sudden she's full dere. Three episodes later they go out and nothing about it is exciting despite how rare shit like this is for LN adaptations.

Seriously? Character depth can only mean certain things and it isn't about personality. And depth is more than backstory, you know. It extends to goals/motivations/dreams of doing something in the now, the why he/she does this, and the how that requires weight of their actions/feelings/emotions/thoughts that is tied to their own development. All characters have a personality and it can be likable or not, but not all of them have good depth or depth at all.

Stella just have weak depth and isn't a good written character.
