I was under the impression that we were posting characters with well thought out plans, foresight, and decision-making. The writing in NGNL was far too contrived to call anything or anyone in the show remotely "smart" or "tactical."

the problem with smart characters in literature and specially in anime is that the authors must do a proper job of convincing us that their protagonists (or supporting chars) are bright beyond reasonable doubt.
And they usually fail miserably. It's one thing to write a script saying that random guy (a) has a 900 IQ, nonetheless convincing the readers of the fact is the hard part.
