Hyperbole, he wasn't that weak compared to Recoome.
Because saiyans grow stronger when they are defeated in battle. They literally use this on purpose to have him get his ass beaten then jump in the healing chamber for a few hours.
This desu Toriyama planned everything.
That was the point where you'd know that Gohan would never be the MC and Goku would come back.
The best way to continue would have been

Vegeta was at least 3/4 Racoome's power level. I'm sure he dealt some real pain, but Racoome's just that durable.
Vegeta could have won if he channeled his power and got a clean blow in, like Piccolo did vs Raditz. Problem is, Vegeta didn't have such an opening, nor adequate time to charge up an attack greater than Racoome's hardline defenses.

It's a shame that Vegeta didn't get to deliver the final blow... but that was still possibly the most satisfying beat-down in the entire franchise. Just imagine how many years Vegeta has probably wanted to just wreck Freeza's shit like that.
Yeah, in strength Recoome was probably about a 4 to Vegeta's 3. Vegeta could put up a fight and do some impressive superficial damage, but the big red-headed bastard was just too much of a tank.
He was trained by Whis and so he achieved it off screen. Not a plot hole and actually explained in the manga.
Goku achieving SSGSS was never shown but he did it because he had a need to be more powerful. Not being left behind, Vegeta followed suit.
I did kind of get the impression that he was stronger than Burter and Jeice although I base that on absolutely nothing. Maybe, as a kid, I just thought it was bullshit that they were all stronger than the dude that was trashing Vegeta, my favorite character.
The anime differs a bit. Sort of implies that form needed to borrow power from others though goku did retain a bit but he didn't ever go red after. Then he and vegeta train in that dimension and get the blue. Vegeta had half a year training with whis to balance out the retained power Goku got.

Wish we could've gotten similar treatment for Spopovich after what he did to Videl. Just blowing the guy up didn't do him any justice, I don't even like her that much, but what he did was fucking disgusting.
It happens pretty often with Pretty Cure at least. Also happened with freaking Saint Seiya Omega.
Although, really, in both cases there are very good teams working in the show and they're just left for important climatic episodes. I don't think there's such a team working in Dragonball Super. The last two episodes of Goku vs Beerus is probably as good as Super gets animation-wise.
