It didn't work like that at all. Psykos managed to make the sneak attack because Tatsumaki was focusing on other ennemies and didn't know she was still here. Hobo kind of tried to do a sneak attack as well before but it did jack shit.
Against Garou it would be even simpler since she can focus on him and him only. She'll never get sneak attack'd like with Psykos.

Garou's technique is useless if he can't touch his opponent. Tatsumaki is definitely a bad matchup.

Pri Pri is the weakest S-class and Sea King was about at the top of demon level as far as strength goes. It's not too embarrassing for Genos to have lost against a regenerating power type threat when he was still only on like his first or second upgrade. Asura Rhino on the other hand was easily Dragon, it only took one hit because Saitama was pissed about the sale.

We don't know what it is, but if he used it against Garou, it's possible he could've beaten him, but he'd have to do it quick since Garou was breaking his limits.

We know nothing about Blast, but there seems to be extremely heavy hints that Blast is able to take down God level threats. I know that the ranking within the Heros association is wonky, but it seems like they've seen or have been given enough info about Blast's overall power in order to place him number 1. Tatsumaki is strong enough to take down essentially most Dragon tier threats if she's healthy, so I assume that Blast is a God level destroyer.

Garou may have gotten strong enough to not get knocked out by Saitama's punches, but these punches he got in his monster form weren't ever actual death blows from Saitama, because Saitama knew that Garou was not an evil person who lost their humanity. That's why the fight with Garou never even ended in one punch.

They weren't gentle either you know. The Serious Headbutt blew the right side of Garou's body to pieces. He managed to parry Saitama's Normal Series, otherwise he would've probably been torn apart as well.

The punches he tanked in the first part of the fight absolutely wrecked the environment but did no visible damage to Garou's body. Garou is really fucking tough and tenacious to recover quickly from those.
