First FLCL thread in a while, I'll take the opportunity to share a theory.

Haruko is two different people, or at least one person with two personalities. Furthermore, Haruko-A (playful, flirty, weird) is taking orders from Haruko-B (aggressive, angry, power-obsessed). Haruko-A is the one in love with Atomsk, while B just wants his power. A is usually in control and reports what's happening to B (there's a scene in an early episode where she apparently uses Naota's cat as a communications device), but B takes over when shit gets real (such as her irate attempt to kill Naota after he absorbs Atomsk). This theory explains an awful lot of Haruko's behavior.
