It was Shirow's concept created for an anime studio. back in 2008. It eventually got revived as a manga several years later.

Because it's Shirow concept a lot of the tech is like GitS's, but the early stages of it.

On the other hand, AXsiZ did inbetween animation for Valkyrie Drive. Their expertise in that work surely must somehow play a role for this anime.
