He's a way better trainer than he was in the Indigo League. His strategies and training methods blow old Ash straight out of the water.
It's just that for some reason, the skill level of his tournament rivals go up each series. Because in the Indigo League, there was a dumbass who brought a fucking Arcanine to a water field. And then there was Richie who made it to the top 16 armed with a fucking Charmander, Butterfree and Pikachu. That's good enough to reach Top 16 in the Indigo League apparently. And there was really nothing special about Richie other than that he was overall more competent than Ash was back then. We never saw anything spectacular about him.
And then you reach Sinnoh, and the second match Ash has is a guy who completely analyzed all of Ash's battle styles and brought a team specifically in order to counter him. There was literally no one this competent in the Indigo League, or the Johto or Hoenn Leagues for that matter. There was NO ONE who was actually smart enough to bother analyzing their opponents and developing strategies specifically in order to counter them. There wasn't. Conway, the trainer in question, was Top 16 same as Richie was.
And then Ash went up against a guy who brought a bunch of fucking legendaries to the tournament and was the only one who managed to knock out the guy's Darkrai AND managed to take out his Latios as well. No one else could even touch Darkrai, not even the runner-up of the tournament.
So there's a huge sense of progression with the Ash back then and the Ash now, in terms of strategy and skill and everything, but for some reason, everyone else is moving up at roughly the same place. If Ash could go back in time and participate in the Indigo Tournament, there is no doubt in my mind that he would be able to win the whole thing with ease.
So either Indigo trainers are all just shit in general, or the world is actually going out of its way to try to keep Ash from winning a tournament.
Like, to put things in perspective. After beating Ash, Richie moved onto the Top 8 of the Indigo League.
In Sinnoh, Ash's Top 8 opponent was Paul, who was pretty clearly many times superior to Richie in terms of battle skill in every way. So there's just this very clear difference in terms of overall skill level compared to now and then.
If Indigo Ash tried to participate in the Sinnoh league, he wouldn't have gotten past the preliminaries.

Otherwise, the whole concept of evolution and learning moves doesn't make sense.

Nowadays, Pokemon just kinda evolve when they need to, sometimes without even requiring the Pokemon to get into any battles beforehand. And moves? This makes him much easier to defeat, especially considering the concept of a "human fighting servants" only accounts for human weaponry. That's why an enchanted Kuzuki could defeat Saber, and why Sakura is able to kill so many servants in Heavens/Feel.
In Heaven's Feel, Shirou is not able to defeat any servants at all, not even Assassin, the weakest. The only time he ever has a victory is with the insane power of Archer's arm over Berserker, and this is not a part of his "humanity," thus making it moot.

Life has evolved throughout the course of thousand of years and creatures developed aptitudes because they needed those to resist certain environment conditions or flee from a certain predator. The anime simply speeds up considerably the process making Pokemon able to use the experience they got up until now and use it to evolve in case of trouble. Even if the process is horribly sped up compared to the thousands of years needed in reality, it's still more consistent than a bullshit system where you need this amount of experience to reach that certain level in order to level that precise attack even though the Pokemon might not have been trained to fight the same Pokemon in the same environment as the official case.

There is only two major train system in the Pokemon, the one between Kanto and Johto and the station in Unova. There are no highways, yet there are large paths dedicated entirely for bicycling. There IS an airport in Unova, and I think we can probably assume that there are other airports across other regions as well. However, cars are a rarity. In fact, as far as the games go, there are only two in the entire franchise: one in Kanto near the SS Anne and another in Unova near a farm.
In fact, the most common form of transportation we ever seen in the franchise, in both the games and show, are boats. There is always a boat.

I've reached the point as someone who'd been watching the series on Cartoon Network when they first aired the dub, that I can't even stand Team Rocket appearing anymore. Unless it's a plotline that actually varies shit up for once, literally every single goddamn time it's yet another Pikachu capture attempt or some 'pokemon of the day has their capture attention' scenario. When they literally appear for less than 3 minutes to try to capture a pokemon of the day just so that they get wrecked by said pokemon or a Mega, it makes me wonder if there was even a point to them appearing at all.
It's literally Jessie, James and Meowth like it's always been, only their actual used Pokemon changed as the series goes on. There was a time during B/W where they were issued onto other duties and were genuinely competent, but it eventually got shuttled and they were back to trying to capture Pikachu and constantly (mostly) failing again.
Well, they still failed the majority of their missions. They were just less goofier and lost the majority of their personality, somehow miraculously becoming even shallower than they were before, if such a thing was ever possible.
They can't make Ash actually get older over time because they need to stick to their child demographic.
And they can't just replace Ash with a new character because they wouldn't be as popular and they'd have to dump Pikachu.
Thus Ash remains eternally young.
They really love the Mega Evolution special, though, and let's be honest, even though it was a nostalgic marketing stunt, Origins did pretty well. I wouldn't mind another Pokemon Chronicles or whatever it was called, with being a side-story series that focuses on other characters or original plotlines without having to be.. Ash.

The original anime around the time of the Viridian Gym, Ash mentioned that it had been "a while" since they last visited the city. Plus, there was the 2nd Pikachu short (of questionable canonicity, but still) which, even in the Japanese (IIRC) mentioned that it took place on the anniversary of Ash starting his journey/meeting PIkachu.
