Apparently this line is consistent across all dubs and the Japanese version of the film.
I know Toriyama is senile and doesn't know about consistency but that line was the most ridiculous in the film. If it was 1.2 BILLION, then it would've made sense. Going to final form and 100%, that would've made his power level in the hundreds of billions and its understandable even ssj3 would get stomped.

I think the idea was to show that Frieza is hopelessly incompetent and had no legitimate chance of winning against Goku and pals. The dude's been in Hell for so long he has no goddamn clue just how off the scales power levels and shit went, he probably still thinks that's impressive.
Then again he should have learnt his lesson when that Sorbet dude told him "Dipshit, Goku fought Majin Buu AND WON, you have absolutely no chance."
Wasn't Frieza's base form always at 1 million? I hardly think a boost of 200k would be that relevant, even considering the possibility that he doesn't know just how OP Goku and friends are
Frieza was around 500k in base form. Second form was 10x according to Piccolo (over 1mil according to Frieza himself). At 100% power he was able to go toe to toe with SSJ1 Goku. SSJ1 Trunks (who is stronger than SSJ1 Goku on Namek) kills Frieza without effort. SSJ1 however isn't enough to even come close to the androids, which are later shown to not even come close to Cell. SSJ2 is the only thing that can beat Cell, but is no match for Buu (even SSJ3 is no match for fat Buu, let alone any later forms of Buu).
People have done the math and Cell would be put around a billion at his peak, Buu going well into the dozens of billions.

Where are these numbers ever stated in the manga? Toriyama can't be held responsible for stuff the Toei writers are responsible for. For all we know power levels after the scouter era only crept up a bit at a time.
The problem is the people who grew up on this shit can only see any newer show they watch through the lens of power level faggotry. DBZ is singularly responsible for making the world stupider in many regards.
Highest official powerlevels are 120M (100% Frieza) and 150M (Goku SSJ on Namek). Everything above that is just guessing.

Imperfect Cell, before transformation: ~300M
Semi-perfect Cell: ~400M
SSJ Stage 2: ~500M (Vegeta vs Cell)
Perfect Cell: ~800M
SSJ Stage 3: ~700M (Trunks vs Cell) <unusable due to shitty speed>
Full Power SSJ: up to 700M
SSJ2: from 1000M (Gohan in Buu Saga, Super Perfect Cell) to 1300M (Goku vs Vegeta)
Fat Buu: ~1500M
SSJ3: 1500M (Goku vs Buu) to 2000M (Gotenks vs Super Buu)
Super Buu: 2100M
Ultimate Gohan: ~2500M
Super Buu (Gotenks): ~2700M

Okay, so in Super Frieza has shown he knows about Instant Transmission.
WHAT IF he only appears to have died to Goku's bullshit time warp beam, but instead he transmitted back to one of his planets to train? What if he returns once more by the end of Super?
Because Frieza didn't just want to kill Goku. He wanted to humiliate and torture him by killing off all his friends right in front of him; then kill him in the slowest and most painful way possible.
But do we really know how Frieza's transformations boosts his power level? I see people saying Toriyama can't do the math, but they can't either.
What's the formula used by his final form? We don't fucking know.
Let's say it's PL^(1.42). Then, for a PL=500k, his final form would be around 120kk. But if he boosts his PL to 1,2kk, his final form will boost him to 428kk. Way above 2x stronger.
If his final form is nonlinear, doubling his base form PL could boost him high enough. And that's why speculating about powerlevels is mostly bullshit, you guys don't even have the formulas.
Considering Goku, Frieza and basically everyone else gets some form of transformation, they can get strong pretty quickly depending on how these boosts work.
Ofc it doesn't mean Toriyama actually thought about these formulas, but it means Toriyama can do whatever he wants without breaking the consistency, since he never really explained how the boosts or even training works. If there is a inconsistency regarding power levels, it should be among non-transformed people, like Tagoma. But even then, it could be explained that he gets some kind of not-zenkai boost or training with stronger people actually makes you much stronger (see how Whis asks Goku and Vegeta why did they decide to go to Beerus' planet if all they have to do is spar with eachother).
tl;dr: Power levels are bullshit.
