Look at chapter one, where kamui wood is shown up by mount lady just because, and then later on both of them, the third guy pulling guard duty at the festival and fire hose man are all trying to cope with fluidman's bakugo rampage. I think the author is specifically skirting the JLA/avengers superhero teamup to keep the western influence and not fall to more local sentai tropes.

While friendship is seemingly important to Deku, I think this series is really about being a hero more than being a friend, which is pretty weird for a shounen battle manga. All the heroes work on their own or work with others on a strictly business basis. All Might is just another one of those, though particularly alone possibly due to the nature of his secretive quirk.
