Here's the deal. Hei is shit as a character. Yes he is a badass but he is pretty much just there to expand the characterization of other people in the show, even his opponents. Seriously even Suou had become something like a tool by the end and never done anything remotely important. Yin and Suou's brother is probably the most important persons in that season and both of them only appears at the end.
