Adam was Adam during the writing of this episode. Fuyutsuki calls the thing underground Adam a few episodes back. It's only until episode 17 or 18 do they retcon Adam into Lilith. Any other questions?

NERV fed him misinformation about what they did with the embryo. So that, among other things, he'd feed misinformation to SEELE.
I don't think SEELE was aware Lilith was being grown at all, or they would have sent in the UN a lot sooner.

Not necessarily. Gendou may have misled Kaji about what happened with Adam once he delivered it.
Or, you know, it could have been that characters were misinformed to begin with.
Gendo references Adam in that episode, and it's in proximity to the Prinbow Box, which isn't necessarily in the basement (though it's hard to tell, since that basement has pretty much everything in it).
Everything's speculation, mind you. If the writers had attempted to explain every single thread running in the background of the show, there wouldn't have been time for anything.
And yes, that's a combination of laziness plus the fact that they wrote as they went along. But better that they didn't try to force an explicit explanation for everything--they would have fucked up.
So we can have Red or Blue threads, a Jet Alone thread, a Ritsuko thread, a Misato thread, a Kaworu thread and a Shinji thread but no Based Husbando thread?
I assume that part of the scenario would have included the hypothetical origins of the angels, but they probably decided pretty early on that their origins wouldn't really be plot-relevant and better left ambiguous in the series itself.
Since the angels are really just acting on their nature and not on malevolent intent from an external influence, whoever compelled that intent isn't really important.
Since eva obviously borrowed a lot of its aesthetic from biblical texts, you can think of it like how God's influence in a lot of bible stories is obvious and plain as day, but he rarely if ever appears as an actual character, and almost always speaks through a proxy.
It adds to the mystique if you know the angels are harbingers of some unknowable entity.
The fact that everyone's keeping secrets from everyone else and lying their arses off about various things. Fuyutsuki not being aware of exactly what being was nailed to the cross in their basement could be an instance of that.
Or maybe it is a retcon. Personally I wouldn't jump to "lolretcon" as the default answer for something that initially seems like a contradiction, though...

Why is Misato surprised to learn what's in Terminal Dogma, but when she later talks about the effects of the Spear of Longinus during the battle against Armisael everyone knows what she's talking about, even the bridge bunnies?
After Kaji shows her Adam, she thinks they're keeping it down there because it will start an impact. She realizes this is wrong after Gendo makes Rei throw the lance in episode 23.
They could have known about the Lance without knowing about Lilith. It could have just been debriefed as a generic AT field piercing weapon only to be used in the most dire of situations.

If Fuyutsuki was in possession of all of the facts, then he would have all the facts. That's what 'in possession of all the facts' means.
I think your brain might not be working.
It was NOT Adam in the basement, it was Lilith.
So if he thinks it's Adam, he is wrong. Which means he is not in possession of the facts.
