Production IG would of course be the better choice since they have more money and focus on plot over PLOT. But XEBEC is the obvious choice. Since Zero In has the epitome of thick girls.

XEBEC is also a secondary company to Production IG. And both of them could work on the project together (as they have with other projects in the past).
