It's not a cop out because each duel provides some for of development for the conflict of each student council member, and each of those conflicts, in turn, give a different view of the main theme of the show.
Sure, it could have been 26 episodes instead of 39, but we would have lost some level of thematic development in the process. And since the show is enjoyable anyways, I don't see why people wouldn't want more.
