It's partly budget, but a well-spent budget. It's easy to throw money around and just get shit. It's also partly the subject matter. I'm guessing there's a good portion of the team who are really fired up about making this (esp. the parodies and inside jokes).

I haven't been watching much other anime this season, but Shirobako's animation is fairly mediocre. Rarely outright "bad", but it's never much good either.
Where did you get information about the budget allocation for Shirobako?
Old cars aren't weighed down by unnecessary comfort crap and unusual suspension systems and transmissions designed to save fuel. Their sheer simplicity means that they are very easy to modify and a skilled driver will be able to do more without an on-board computer deciding to redistribute power and mess with things. I think the problem is more with how the japanese are. In a professional environment, especially through text, they're often straight to the point and don't leave much to the imagination. Combine that with the pressure of deadlines mangaka face and you get "they're not cute. i don't feel it. please rework them."

Yeah the 'budget-saving' episodes can be characterized by an excess of close-ups, very little overall motion and very simplified mouth movements. They cover for it well by keeping the relatively static art decent quality, especially when they crack a facial expression, and they make really good use of scene composition to draw the eye away from QUALITY.

I literally quit my job over this. I had an art director that didn't understand anything about art and kept approving thumbnails and sketches, and then asking for major revisions after final rendering passes.
This show is super fucking good. There are times where it gets kind of slow but at the end of the day it never fails to put a smile on my face. To be honest anyone who shitposts on /a/ about anime production needs to watch this just for the educational value.
I didn't watch Glasslips, so I wouldn't know. In my experience though, PA Works isn't really much of an animation-oriented studio, they're more focused on pretty individual drawings.
Stop shitting on the author. The editor was making bullshit excuses to not even see the staff, so for all we know the author asked the editor if he could meet them in person and the editor went "haha, funny story, they're really busy, you should get back to work"

I almost wanted to quit my job due to fatigue but then I watch the first episode of Shirobako on a train and it rekindled my work spirit.
Now I'm one of the most diligent workers in my office.
If you really want to, you can count the number of frames and cuts for any series and get pretty good idea of what the budget looks like, but that's unnecessary. It's pretty self-evident (from the number of cuts, for example), Shirobako doesn't have a massive budget like FSN, nor bare-minimum like any Deen show. Shirobako has the average budget, but it looks great because cuts and frames are saved when appropriate, like in the extended race scenes, for when it's needed. Yes, there're long talking sequences with minimum movement where the characters do nothing but goldfishing, but movement are interspersed like the Ema's dance sequence or Oi's delusions to break up the monotony.
tldr A lot of care and love were put in making of the show, that's why it looks so good.

The story was absolute trash, but the the animation and backgrounds were great. I liked the location on the bridge especially.

That wouldn't help anything. Shirobako isn't a textbook, it's educational value is limited. To actually learn anything, you have to look into things yourself and be willing to reconsider your prior assumptions about anime production. Most people aren't interested or even capable of doing these things. They'll just watch Shirobako and conflate what they see with what they think they know, forming ideas that are just as out of touch as what they already thought.
There's probably a good ~200 anons who will watch this episode at some point in the day, pause at that moment, screencap it, search "Shirobako" on the catalog and post it along with a comment to the effect of "muh" and "dick".
Good thing I don't live in a city. There road I live on is literally dirt and the police, fire department, and garbage disposal companies all refuse to come up here because of the a half-washed out dirt road with a 50% grade being the only point of entry. The alternative would be to drive through a swamp or go up a 70% grade slope covered in boulders... or helicopter.

Changed aspect ratio (more moe-fied and closer to 1:1), sharpened chin are the main changes. When the second sketch page gets cleaned up, the eyes and lashes will look more like the first, but again with changed aspect ratio.
