The only reason Azami accidentally the Kagerou Daze was because
1. Tsukihiko was the only human in Azami's life. His existence by himself was significant enough to make her give birth to a new power. Mary was born as a human, has lots of humans in her life, and lives within human society, so it doesn't mean as much to her.
2. Azami laid the foundation for Hebi-kun by giving up on the world after she couldn't achieve her goal. This only happening because of her tunnel vision, which is something Mary completely lacks, and how close her unusual origin is to herself, which Mary is two generations away from.
3. Hebi-kun was almost never born. It was only the isolation Azami felt every night, staying up while her family slept, that let those thoughts settle in. Mary sleeps a lot.
4. The modern world is much better than the world in Azami's time.

Azami wished for "stagnation" and her powers instantly betrayed her. It's like spiral power or something.
