Because the chapter hammers home Gin's character. The reason he's so goddamn apathetic is that he lost a war. Winners get to console themselves that the price they paid was worth it, but all a loser can do is count the things they lost.

Every time you see how dead Gin's eyes are, every time you see him do something stupid to push people away so he doesn't get hurt again, every time you see him try and protect those around him for the same reason, it's clear that it all stems from that.

His drinking problem. His gambling problem. His lack of worth ethic and his downright depression even when he's surrounded by so many friends and a downright new family. All of that came from a war ten years ago, and now a second one is just starting.

Someone tried to assassinate sho-chan. It seemed to be successful, sho-chan died next to his sister, not as a shogun but as a brother.
