English is pretty much required in Japan's high schools. Saying english words is common in everyday speech. They are way less xenophobic than /a/ makes them out to be but they are still one of the hardest countries to get citizenship.

Having never watched this series, I downloaded the episode to find out the actual in-show response to the question in OP's image.

I am disappointed.

The Japanese are horrible at English. The message that they're trying to get across is often incomprehensible, the pronunciation sounds like it's come from someone with downs, and the grammar is almost always completely wrong (mixing tenses, not understanding when certain words change meaning, not knowing when to express a continuing state, volition, etc.)

Well, pretty much every culture uses phrases from foreign languages that they don't know shit about just because it's cool, just look at all the people who have random Chinese characters as tattoos or the pseudo-Latin that's everywhere in all kinds of fiction and songs. A ton of American films have scenes with horribly butchered foreign languages, as well - even high-budget Hollywood movies more often have Google translator Spanish/German/French/whatever that not.
