It's close enough that I still greatly dislike them.

In battle manga is for practicality reasons (long hair isn't a very good for battling).

For Romance it's an identity thing (most of the time they grew their hair long to impress a guy so when the guy dumps her ass there's no need anymore)

For Nisio, it's probably just a fetish

It's the whole "haircut as life transition" thing. You'll see it in romance stories as a girl getting a haircut to move on after a heartbreak.

In the case of action series it becomes doubly relevant since shorter hair can also be a practical difference for the now serious character.

Essentially though, severing the hair is severing ties to the past to move forward.
