Saying "they have actual magic" is like saying "they have nuclear reactors".

Magic is useful, but not omnipotent and NOT wide spread. The fairies are magical, but most are not powerful. And for obvious reasonsly, truly powerful people wouldn't be employed at an amusement park. Even the dragon is just an Economics Major, and Moffle being relatively powerful because he has personal reasons to work there.

And Tirami is also secretly powerful. The guy is a hard ass ex-con who did serious prison time. The PV episode might have played for laughs Tirami's expertise with explosives, but it's all REAL. The guy knows hows way around home made explosives.

Compare to the other two, Macaroon is relatively mundane. But we did find out in book 5 that he is truly a music specialist, and was able to play a large variety of instruments and also produce albums start tto finish by himself. He is just annoyed that he is getting paid so little for doing work of multiple people.
