Kaji is a pretty fucked up character. It's hinted in the anime but it's explained why in the manga. He's essentially just as emotionally damaged as the other characters.

I'd argue Gendo is the most well off. He's aware of what he's doing, and has no real problems doing it. He's manipulative of course, but he has reasons and goals, and follows through with them. Chasing after his wife doesn't necessarily make him unbalanced.

Kaji has game. He knows how to deal with people. He doesn't "express his love" for Misato because he knows he already had sex with her in the past. Misato acts angry at him all the time, but a lot of anger is actually anger at herself for still being attracted to him. If he "expressed his love" to Misato, her pretend disgust for him would turn into real disgust.

He obviously has a mission. Whether or not Misato falls for him again, is irrelevant to that mission. Misato isn't the only woman he hits on, she's just his favorite.
