I usually can't stand mecha, especially old mecha, but Patlabor (minus the second/third movies and the second half of the show since they miss the date cutoff) was pretty good. LoGH, Gunbuster and Wings of Honneamise were also great.

Most TV anime is pretty low budget, even today, it's just that the technology has made it a lot easier to animate, and to especially have cleaner frames and tighter art direction with everything computerized, so even the low framerate animu of today generally goes off model less often, compared to when we had to photograph hand painted cels. But what was good of the era was excellent, especially film and OVAs. Things like Akira and Ghost in the Shell still outshine a lot of productions made today.

Recall bias. There was just as high if not a higher proportion of shit to good stuff then as there is now. It's just that the shit that exists now is more prominent in your mind since you see it much more frequently. If you watch seasonal anime, you're sticking your face right in the pigsty. Unless you've been watching seasonal stuff since the 80s, it's extremely unlikely you've seen much 80s garbage. Lots of it is completely forgotten and isn't even translated.

Again, I think you're ignoring the garbage and focusing on the good stuff of the 80s way too much. There are plenty of character designs from that period that range from uninspired to horrifyingly bad, just as there are character designs these days that are fine to great.

There are some cool 80s anime but my main experience with stuff from that decade was the crap 80s OVAs they brought over in the 90s (MD Geist, Genocyber, Garzey's wing, etc.)

I mean I can still enjoy Harlock or HnK or whatever, it's not going to stop me from enjoying a good anime it's just rough.

No it's all fucking shit and it looks like shit. The sound effects are worse, the animation is worse, the art is worse. The stories aren't any more interesting than any of the limitless selection of today's anime. Unless you literally spend all of your time watching anime there isn't really a reason to invest time in old shit.
