There are bad shoujo, but there are also a lot of good ones, epsecially old 70s style shoujo.

I am watching Cardcaptor Sakura right now and I am loving and I want Sakura to be my daughter.

Also Utena is shoujo, and so is Princess Tutu, Rose of Versailles, Ace wo Nerae, Onisama e and more.

All of these are extremely great by any standards, shoujo or otherwise.
