It IS bad. Rakuen looked good only because it had a movie budget and schedule. TV series always suffer greatly and up being eye cancer.

The only one that has looked somewhat decent is Concerto, and that's because it cut away from all the action scenes and covered up some of the ugliness with clever use of the artstyle.

It's animators job to make scene look watchable and 3DCG is one style to achieve that. Nobody sane would expect it's going to replace all other animation style altogether, especially when it's not even cheaper.

One problem of animation is that its quality heavily depends on human brain. If animator made this scene with more keyframes, it would most likely exaggerate incorrect proportions even more and it would look awful too.

If it were, it would've happened already. Japan had full CG flicks like Appleseed already ten years ago, and they weren't followed by a complete 3D boom like in the west. The use of computer-generated animation has steadily developed alongside 2D animation, never completely replacing it.

In west we have essentially only one animation giant that dictates what everyone does: Disney. They saw that CGI was a way to make more profit, gave up on hand-drawn animation, and others had no choice but to follow suit. In Japan, the situation is completely different.
