Major wanted to erase Alucard, he failed. He spent 50 years of his pathetic life for this while Abraham was more accomplished and actually met his goals in like a week to know the Count. Major failed to realize the key of destroying Alucard. He guessed it earlier in vol 4 and because he was such a monster, he didn't realize it really.
Hirano talks a bit more of it. The reason why Alucard bothered to bring himself back to life was because of Integra. If Major had actually killed her, he would have won.
